There have been shops at Penn for the best part of two hundred years. There are four shopkeepers listed in White’s 1851 Staffordshire Directory: David Deeley, George Fleming, Samuel Harris, and Elizabeth Noake. By the early 1900s Penn's postmistress was Maud Hughes, and shopkeepers included Alice Dickinson, Moses Hill, William Knowles, Mary Massey, and Thomas Perks.

Since those days, more shops have appeared on Penn Road, followed by Springhill Lane, Warstones Road, and Warstones Drive.
